Catastrophic Emergency Preparedness Resources (Updated July 2019)

WCA PLAN:
The Wailea Community Association (WCA) has developed a greater Wailea Community Area Disaster Preparedness Plan. Their plan is designed to help Wailea be self-sufficient for approximately 72 hours following a catastrophic emergency, i.e. earthquake, fire, severe storm, tsunami or hurricane. Highlights of their plan are:
- The Wailea Area Emergency Operations Center Office will be located and staffed by WCA Emergency committee members at the Managers office at WCAs Office in Diamond Resort.
- Their principle tasks are:
- Keeping major roadways open to flow of traffic
- Assisting with diverting traffic, as necessary
- Removal of blown down trees, branches, rubbish, etc.
- Clearing away abandoned or damaged vehicles blocking transportation
- Emergency management of water systems and irrigation
- Assisting in coordinating intra-Wailea communications
- Serving as the Resorts control center for coordination of efforts with the Red Cross, FEMA, County and State.
- Implementing the above with WCAs own personnel, volunteers, Wailea Patrol, and WCA Contractors personnel (as available) and others from the Wailea community that may be available.
- Evacuation Info:
- There is one Civil Defense evacuation center in South Maui, at the Kihei Elementary School. However, it was recommended by the Red Cross that Wailea Owners and Guests stay within their resort as much as possible.
- Should it become necessary for the Red Cross or County to order evacuation of individuals from Wailea Ekahi, we will be directed to go to the Andaz. This location has been pre-arranged by the WCA.
- Keep a backpack among your emergency supplies to be used for personal items and some food and water, if you are ordered to evacuate.

In time of disaster: Keep calm...don't panic! Think first of the welfare of your home and the safety of your property. DO NOT use your residence or cell phone except to report an emergency. Tune into KMVI radio station (55 AM or 98.3 FM) for information. DO NOT believe or spread rumors. Keep away form damaged areas unless you are called on for help by proper authority.

General Information about Hurricanes
Hurricanes are tropical storms whose winds maintain speeds of 74 mph or more. They move in a counter clockwise direction around a relatively calm center, which is the eye of the hurricane. Hurricane winds can blow up to 200 mph, however, storms around the Hawaiian Islands have been less powerful.
The storms consist of violent winds, heavy rains, and extremely high surf. As a hurricane nears the coastline, raising waves will pound coastal areas and damage structures fronting the ocean.
Hurricanes are rated according to their intensity anywhere from 1 for reaching 74 mph to 5 for winds reaching 140 mph or more. Hurricane season in Hawaii is June through December, however, most occur between July and September. The National Weather Service, National Oceanic and Atmospheric Administration issues a warning whenever hurricanes appear to be a threat to Hawaii. When a storm reaches tropical storm level (more than 39 mph) it is given a name and the weather service begins to issue warnings. A hurricane watch is issued when there is a threat of hurricane conditions are within 36 hours. A hurricane warning is issued when sustained winds of 74 mph or more are expected in the area within 24 hours or less.
Some Hurricane Preparations
- Use masking tape on the inside of plate glass windows, making large Xs to reduce shattering. Then close draperies and blinds.
- Do not seal your apartment completely. Open a door or window slightly on the side away from the wind to prevent pressure from building in the apartment.
- Stay on the side of the house opposite the direction from which the wind is blowing. The direction of the wind will change as the storm passes.
- Outdoor objects and lanai furniture become missiles of destruction in hurricane winds. Anchor them or store them inside before the storm strikes.
- If you have time, fill your bathtub with water. It can be used to flush toilets when poured into the toilet from a large pan.
- Fill your cars gas tank at least 3/4ths full before the storm strikes. Gas stations may lose power and be unable to pump gas for several days.
- Package valuables such as jewelry, titles, deeds, insurance papers, licenses, stocks, etc., for safe keeping in sealed waterproof storage bags
- Remain indoors during the hurricane. Travel is extremely dangerous in high winds. Dont be fooled by the "eye" of the hurricane. If the storm center passes directly overhead, there will be a lull in the wind, lasting from a few minutes to a half-hour or more. At the other end of the "eye" the winds will increase rapidly to hurricane force, and will come from the opposite direction.
After an Earthquake or Hurricane
- Check your family and neighbors for injuries. Check for water leaks and damaged wiring...if any are found, turn off valves or main line switches.
- Check vacant units around you.
- Most severe earthquakes are followed by after-shocks or tremors. Be alert for these, but, again, DO NOT PANIC.
- Most hurricanes have an "eye", or calm condition in the center. Do not be falsely lead into believing the storm is over. Remain protected until Red Cross or Civil Defense announces all is clear on the emergency broadcast system by radio.
- Listen to your radio; news bulletins will let you know what is going on. Do not leave Wailea Resort unless it is an emergency.
- If your phone is working, don't use it unless you must. Leave the lines open for emergency calls.

DISASTER PREPAREDNESS SUPPLY CHECKLIST
- FIRST-AID
- WHITE SHEET: For bandages and splints.
- BANDAGING: Adhesive tape, roll 2" wide.
Sterile cotton-tipped applicators.
Antibiotic or Antiseptic Ointment.
Bandage, sterile roll 2 and 4 wide.
Bandages, plastic strip, assorted. Ace Bandage.
Safety Pins.
- GLOVES: Heavy duty, rubber or latex, medium and large.
- CLEANSERS: Sterile wipes, Clorox, detergent, epsom salts, peroxide,
rubbing alcohol.
- TOOLS: Scissors, Large and small. Tweezers (for splinters).
Thermometer.
- MASKS: For dust and allergy.
- WATER TREAT: 8 drops of Clorox per gallon of clear water to purify water,
16 drops if cloudy. Let stand 30 minutes.
- OTHER: First Aid Manual, Petroleum Jelly
- PERSONAL
- MEDICATIONS: 7-day supply of prescription drugs - Refresh periodically.
Aspirin or aspirin-free pain relievers, Toothache remedy
- CLOTHING: Work shoes, change of clothes, warm jacket, hat, gloves.
- HYGIENE: Toilet paper, towel, washcloth, soap, toothpaste and brush, dental floss, mouth wash, hand lotion, sanitary supplies.
- EYEGLASSES: Extra pair of prescription glasses, sunglasses.
- PHONE NO's: Emergency contacts, family members.
- MONEY: $1.00 and $5.00 bills, plus small change for telephone.
- KEYS: Extra set.
- OTHER: Backpack for evacuation supplies, Change of clothing
- FOOD AND DRINK
- FOOD: Five Day Non-Perishable Food Kit: Small cans, peanut butter, jelly, packaged soup, tea bags, instant coffee, sweets, crackers, etc.
- WATER: Small and Large containers: (Minimum 2 qts. a day per person)
- DISHES: Styrofoam cups, plates and bowls, napkins, utensils.
- CAN OPENER: Manual.
- HOUSEHOLD
- MATCHES: Waterproof and regular.
- CANDLES: Votive type and their glass containers
- TAPE: Duct tape, masking tape, Scotch tape.
- STATIONERY: Paper, pencils, pensile post-it notes.
- BAGS: Large, medium and small, Ziploc and plastic, twist ties.
- FLASHLIGHTS: Two (2) with extra dated batteries. Test annually.
- RADIO: Battery operated. Test annually.
- COOKING: Propane camp stove (small) and extra fuel cylinders
- OTHER: Fire Extinguisher, Cell Phone, Ice Chest, Sleeping Bags
- PETS
- PET CARE: Food and necessities.
- AUOMOBILE
- Keep some of the above supplies in your car in case you are away from home.
- Keep the gas tank at least __1/4__ to __1/2__ full.
